Online Healthcare Services Disrupted in Mysuru’s Taluk and District Hospitals
In a concerning development for digital healthcare in Karnataka, the downsizing of Data Entry Operator (DEO) positions in taluk and district hospitals is severely affecting online healthcare services. Officials in Mysuru district are reporting that key online platforms like the Hospital Information System (HIS), e-Manas (mental health data tracking), and Ayushman Bharat scheme registrations are running into delays due to staff shortages.
DEO Cuts After Outsourcing Switch
The issue stems from a recent shift in recruitment. Earlier, DEOs were appointed directly by the National Health Mission (NHM), but now they’re being hired through an outsourcing agency. As a result, the number of DEOs at some facilities has been cut by up to 50%.
For example, Mysuru District Hospital had 13 DEOs until March 31, but only six have been retained after April 1. The taluk hospital in K R Nagar, which previously had three DEOs, now has just one. This downsizing has increased the workload and disrupted the smooth functioning of digital health systems.
What’s Affected?
- Ayushman Bharat Registration: Patient data entry and registration for the government’s flagship health scheme has slowed down.
- e-Manas Portal: Used for tracking mental health treatments and patients, this portal is not being updated regularly.
- Health Reports & Diagnostics: Lab report uploads and patient histories are being delayed.
- Daily Administration: Routine online tasks and data collection across departments have suffered due to reduced manpower.
Officials Voice Concerns
One DEO at the Mysuru District Hospital, preferring anonymity, said:
“We’re not able to complete even basic patient entry work. We’re skipping portal updates to manage daily load.”
Senior health department officials acknowledge the issue. A health officer in K R Nagar said the situation has been communicated to district authorities, requesting the restoration of DEO strength.

As India moves toward digital health records and streamlined online healthcare delivery, adequate backend staffing is crucial. The DEO cuts are undermining years of progress in hospital digitization, especially at the grassroots level.
Unless addressed promptly, the DEO shortage could compromise data accuracy, slow patient service, and ultimately affect the success of national health programs like Ayushman Bharat.
